About Loving Hearts Adoption Services
Catholic Charities of Southern Nevada has created a separate entity for its Adoption Services Program, called Loving Hearts Adoption Services. The new name builds off nearly a century of experience in facilitating thousands of adoptions. Loving Hearts Adoption Services is an accredited adoption agency and 501(c)(3) nonprofit agency that provides lifetime support to expectant families, adoptive families, and adoptees before and after placement. Through compassion, clear communication, ethical practices, and support from licensed Social Workers and staff, we are dedicated to making the best adoption plan possible for everyone involved in the adoption process.
Position Summary
The Senior Director of Family and Community Services provides strategic leadership and operational oversight for both the Adoption Services Department and the WIC Program at Catholic Charities of Southern Nevada. This role ensures program excellence, regulatory compliance, budgetary management, and a culture of high performance and inclusiveness across both service areas. The Senior Director supervises multidisciplinary teams, manages state and federal grants, supports staff development, strengthens community partnerships, and ensures the highest standard of service delivery to clients and families.
Essential Responsibilities
Program Leadership and Operations
- Provide daily leadership and operational oversight for Adoption Services and WIC Program clinics (Henderson and Owens).
- Ensure both programs maintain full compliance with licensing, accreditation standards, WIC grant requirements, and agency policies.
- Manage department budgets, ensuring financial sustainability and accountability across both service areas.
- Set and monitor program goals, key performance indicators, and outcomes for Adoption and WIC Services.
- Lead the development, evaluation, and continuous improvement of programs, policies, and procedures.
- Represent Catholic Charities at external meetings, court hearings, community events, and with state agencies.
Staff Development and Supervision
- Supervise, coach, and evaluate Adoption Social Workers, WIC Program Managers, and related administrative staff.
- Recruit, hire, and onboard new staff to support department goals.
- Facilitate regular staff meetings, trainings, and case management reviews across departments.
- Foster a professional environment that promotes collaboration, cultural competency, and high service standards.
- Identify and promote opportunities for continuing education and professional growth among licensed staff.
Client and Community Engagement
- Ensure that Adoption and WIC services are client-centered, culturally sensitive, trauma-informed, and ethically delivered.
- Oversee the facilitation of adoptive parent education classes, monthly support groups, and client workshops.
- Act as an ambassador to expand community outreach efforts, promote program awareness, and enhance client participation.
- Develop partnerships with external organizations, courts, healthcare providers, and government agencies to strengthen program reach.
Compliance and Reporting
- Maintain and submit accurate program data and reports required by Nevada State WIC Office, adoption licensing bodies, and agency leadership.
- Oversee all case documentation, billing/fee collection processes, and client files to meet federal, state, and agency standards.
- Lead preparation for audits, licensing reviews, and grant renewals.
Other Duties
- Share after-hours on-call responsibilities for Adoption Services emergencies.
- Manage emergency preparedness and client safety across both programs.
- Other duties as assigned to support the mission of Catholic Charities of Southern Nevada.
Knowledge, Skills, And Abilities
- Deep understanding of child welfare and adoption laws, practices, and procedures.
- Comprehensive knowledge of WIC program guidelines, nutrition assistance regulations, and public health services.
- Exceptional leadership, supervisory, coaching, and team-building skills.
- Strong fiscal management skills, including budget development, financial monitoring, and grant compliance.
- Excellent critical thinking, crisis management, and problem-solving abilities.
- Proficient in Microsoft Office Suite and client management systems.
- Outstanding written and verbal communication skills; ability to represent agency externally.
- Sensitivity to cultural, socioeconomic, and ethnic diversity of client base.
- Bilingual English/Spanish preferred.
Qualifications
- Master’s Degree in Social Work (MSW) required.
- State of Nevada Licensed Social Worker (LSW) required.
- Minimum of five (5) years of progressively responsible experience in child welfare, including at least two years of experience in adoption.
- Minimum of three (3) years in a senior supervisory or program management role.
- Experience working with federally or state-funded grant programs preferred.
- Must successfully pass criminal background and child abuse registry checks.
- Valid Driver’s License, Nevada State minimum required auto insurance, and reliable transportation. Must be at least 25 years old (per agency vehicle insurance requirements).
- Ability to work flexible hours, including evenings and weekends as needed.
