Responsibilities
Noblis is seeking a Cleared Financial Analyst with IC experience and ACTIVE Top Secret with SCI and Polygraph in McLean, VA and Bethesda, MD
The Financial Analyst will be responsible for and not limited to:
Providing comprehensive budget, reporting, billing, and financial management support for IT initiatives and projects.
Compiling, analyzing, and recording financial information related to IT operations and projects with accuracy and attention to detail.
Proactively identifying and communicating cost avoidance and cost reduction opportunities within IT operations.
Developing, implementing, and managing financial planning processes for IT initiatives, including budget creation, monitoring, and forecasting.
Creating and maintaining detailed financial reports that clearly communicate:
Forecasted performance
Variances to plan and budget
Key financial metrics and trends
Incorporating relevant metrics and data visualization into financial reports to highlight trends and support fact-based decision making.
Preparing and delivering high-quality financial presentations for senior management that effectively communicate complex financial information and strategic issues.
Researching, analyzing, and evaluating strategic business opportunities, providing financial insights to support decision-making processes.
Collaborating with IT and business stakeholders to align financial planning with organizational goals and technology initiatives.
Monitoring IT project expenditures against budgets and provide regular status updates to project teams and leadership.
Developing and implementing financial controls and processes to ensure compliance with company policies and regulatory requirements.
Performing cost-benefit analyses for proposed IT investments and technology solutions.
Supporting the annual budget planning process for IT departments, including preparation of budget justifications and documentation.
Providing financial guidance and expertise to IT project managers throughout project lifecycles.

Required Qualifications
Experience with providing support in areas of budget, reporting, billing, and financial management for IT initiatives.
Experience in performing financial and business analyses; compiles, analyzes and records financial information and proactively identifies and communicates cost avoidance and cost reduction initiatives.
Experience developing, performing, and managing all aspects of financial planning, budgeting, and forecasting for IT projects/initiatives.
Experience developing and maintaining financial reports to clearly communicate actual results, forecasted performance, and variances to plan, forecast, and budget; understands and incorporates metrics into reports to highlight relevant trends and support fact-based business decisions.
Experiencing communicating financial information and strategic issues in a clear manner; produces high quality presentations that communicate a clear message to senior management.
Experience researching and evaluating strategic business opportunities.
Required Minimum Skills And Knowledge
US Citizenship is required.
Active Top Secret/SCI clearance with Polygraph.
Bachelor's degree in finance, business or a related field.
Multiple levels can be accommodated.
Entry Level:
Bachelor's degree + 2 years of experience OR Master’s Degree
Compensation: $60,400 - $94,375
Journeyman Level:
Bachelor's degree + 4 years of experience OR Master's degree + 2 years of experience
Compensation: $73,200 - $114,375
Senior Level:
Bachelor's degree + 6 years of experience OR Master's degree + 4 years of experience OR PhD degree + 2 years of experience
Compensation: $88,500 - $138,300
Expert Level:
Bachelor's degree + 8 years of experience OR Master's degree + 6 years of experience OR PhD degree + 4 years of experience
Compensation: $117,800 - $184,100
Desired Qualifications
Master's in finance, business, or a related field.
IC experience is highly desirable.
Experience with having successfully demonstrated the ability to independently conduct the appropriate analysis to offer recommendations, solutions, and alternatives to resolve issues, concerns, problems, or methods.
Experience in establishing strong working relationships with program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract.
Ability to solve problems in a rapidly changing environment, and interface with customers directly.
Strong understanding of intelligence disciplines, methodologies, and the intelligence cycle.
Ability to work in a fast paced, dynamic, and team environment.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
