Job Description

Description Under limited supervision, coordinates the use of database systems; resolves problems, upgrades applications, and assures the security and integrity of databases. Oversees and coordinates resources and application requests related to Laramie County applications, public safety technology, and GIS. This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Manages and maintains databases and applications. Provides technical support services for supported government agencies. Ensure that Laramie County IT(LCIT) maintains all software licensing compliance. Ensure LCIT maintains software support coverage for all LCIT supported applications. Ensure that Application Administration team tasks, service requests, changes, and projects are being worked on/completed efficiently and effectively. Ensure that the Application Administration team effectively troubleshoots issues and utilizes vendor support as necessary. Maintains system stability, data integrity, and maximum uptime; refers problems to department management when they are beyond the skills of LCIT and tracks them until they have been resolved. Monitors databases and applications; troubleshoots and resolves software and hardware problems. Monitors utilization trends to enhance performance and assure maximum uptime; performs ongoing technical tuning of the database systems to improve performance. Consult with users to identify concerns and implement changes to improve content and services; provide recommendations for technical corrections to prevent disruption to the database. Installs and tests patches and upgrades of the databases and applications; plans and implements backup and recovery of the databases as needed; prepares and updates technical documentation. Compiles and analyzes a variety of reports and user statistics; creates custom queries and reports as needed; coordinates the distribution of data to other government agencies, clients, and users. Provides technical support and training as needed. Manages local and remote access; creates user accounts and resource access lists. Provides technical support to application development teams; resolves database and application problems with the IT staff and user groups. Keeps up to date on trends in government technology and makes recommendations to management and/or users. Tracks and manages all application, public safety, and GIS-related resources. Provides basic oversight and training for application staff, identifies issues with employees, and works with management to resolve performance and conduct issues. Works with management, elected officials, and department heads to identify software and/or process improvement opportunities. Knowledge and Skills: Knowledge of County organization, policies, and procedures. Knowledge of MS Windows, SQL, data servers, and storage devices. Knowledge of relational database administration principles, including communications protocols, SQL applications, computer components, and peripherals. Knowledge of system access and security guidelines and procedures. Knowledge of project management principles. Knowledge of hardware and software troubleshooting techniques in a networked environment. Knowledge of database backup and recovery procedures and techniques. Knowledge of current trends and information sources for managing data base systems. Knowledge of records management and retention best practices, and other governmental technologies. Ability to create a workplace that prioritizes customer satisfaction. Ability to effectively and efficiently manage resources, time, and finances. Ability to work effectively both as part of a team and independently. Ability to present a professional work attitude. Skill in analyzing database issues, evaluating alternatives, and making logical recommendations based on findings. Skill in installing, maintaining, modifying, and upgrading data base software. Skill in managing database changes through all the stages of the development lifecycle. Skill in the use of computer hardware, software, and peripheral devices. Skill in assessing and prioritizing multiple tasks, projects, and demands. Skill in project management. Skill in establishing and maintaining effective working relationships with public officials, outside agencies, County staff, and the public. Skill in effectively communicating verbally and inwriting. Minimum Qualifications: Bachelor's Degree in Computer Science or related field; OR three (3) years’ experience in database and application administration, project management; OR equivalent combination of education, training and experience; AND successful completion of a criminal history and background check. #J-18808-Ljbffr
