Basic QualificationsEducation Requirements: Bachelors degree or equivalent is required plus a minimum of 8 years of relevant experience; or Masters degree plus a minimum of 6 years of relevant experience.Clearance Requirements: Due to the nature of work performed within our facilities, U.S. citizenship is required.Responsibilities for this PositionDuties and Tasks:A senior level advanced position in contract or subcontract managementAdministers contracts or subcontracts and monitors contract or subcontract performanceActs as focal point for all contractual communications and commitments to customers or subcontractorsMaintains documentation and files in accordance with applicable processesAssures compliance with applicable federal regulations and internal policies and proceduresParticipates as a key member of the proposal or program team to address contract or subcontract requirementsCollaborates with the Capture/Proposal/Program Manager, including Program Manager - Subcontracts, to support overall contract or subcontract performance which may include preparing subcontractor Request for Proposal documentationReviews or supports reviews of subcontractor proposals including management of the source selection process by participating with the proposal evaluation team in fact finding, technical evaluation, and cost or price analysis, as applicableReviews Requests for Proposals and participates in preparing compliant proposal responsesNegotiates contracts or subcontracts within business goals and documents substance of discussions, agreements, and results; Negotiates terms and conditions including estimated cost/price, delivery, quality, and performance requirementsReviews contract or subcontract documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptanceCollaborates as a key member of program team to ensure contract or subcontract requirements are fully understood and executedResponds to internal and external inquiries regarding contract or subcontract issues, audits, and compliance requirementsManages contract or subcontract change process and works with the Program Manager, including Program Manager - Subcontracts, Engineering, Finance, and other disciplines to mitigate performance riskAdvises and supports business team on issues / developments relative to assigned contracts or subcontractsMonitors program performance for scope changes and takes appropriate actionBuilds customer or subcontractor relationships and knows customer or subcontractor needs and issuesSupports an overall understanding of the Contracts Department operations and GDMS enterprise objectivesKnowledge, Skills and Abilities:Has wide-ranging experience, uses professional concepts and company objectives to resolve detailed issues in effective waysNetworks with key contacts outside own area of expertiseDemonstrates creative, innovative approaches and solutions to contract or subcontract issues and problems utilizing very strong decision-making skillsExcellent ability to grasp and apply new information quickly and handle more detailed problemsShows initiative on assignments, exercises independent judgmentDemonstrates excellent knowledge of applicable federal regulations (FAR/DFARS) and contracting experience with prime contractors or subcontractors as well as all contract typesHas experience reviewing and analyzing contract or subcontract documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisionsPossesses excellent verbal and written communication skills and the ability to deal effectively with personnel at all levelsDemonstrates excellent strong analytical/critical thinking skillsPossesses an excellent attention to detail and research skillsIs able to prioritize/re-prioritize with changing goalsCollaborates and works effectively cross-functionally throughout the businessPossesses excellent computer skills (e.g., Microsoft Office) to support effective communications and business needs#LI-HybridSalary NoteThis estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.).
