The Director of Residential Services provides strategic and operational leadership for the agency's Intermediate Care Facilities (ICF) and/or Individualized Residential Alternatives (IRAs) serving adults with intellectual and developmental disabilities. This role oversees all residential and administrative functions to ensure high quality, person-centered care, regulatory compliance, and efficient program operations.
The Director of Residential Services supervises a team that includes Assistant Director(s), Sr. Residence Manager(s), Residence Managers, and works in collaboration with the Residential Coordinator to promote accountability, staff development, and continuous improvement. As a key member of the leadership team, the Director partners with clinical, medical, quality assurance, and facilities departments to ensure integrated service delivery. The Director also serves as a primary liaison to families, guardians, and oversight agencies, maintaining a strong focus on outcomes and resident well-being.
KEY ESSENTIAL FUNCTIONS (List the functions that are essential to achieve the goals):
Program Overnight & Services Delivery • Supports the Residential Team with day-to-day operations and challenges to achieve programmatic goals. • Conduct regular site visits to observe and evaluate residential services, identify and address needs. • Ensure program documentation and billable records are accurate and timely. • Ensure timely notification and completion of all incident reporting and documentation. • Monitor health and medical needs and report concerns. • Monitor the finances of individuals; oversee Money Management Assessments, Personal Expenditure Plans, and PNA Ledgers. • Review fire drill reports and follow up on necessary training or plan updates. • Develop strategies to improve client quality of life using a person-centered lens. • Meet with clients and family members to ensure satisfaction. • Participate in discharge/intake and screening process and provide high-level guidance on the Admission and Discharge committee meetings. • Ensure oversight of vehicles and homes, including maintenance, safety, and cleanliness. • Assist with the development and implementation of systems, policies, and procedures. Staff Supervision & Team Management • Direct supervision of Assistant Director of Residential. • Lead, coach, train, and support Assistant Director of Residential, Residence Managers and other assigned staff. • Manage team performance through teams meetings, 1-to-1 supervision, and training. • Manage program master schedules and ensure adequate coverage. • Provide support and guidance to supervisors on call. • Participate in recruiting, hiring, and disciplinary actions in accordance with agency guidelines. • Responsible for the training of DSPs, Residence Managers, and other unit staff. • Complete performance evaluations for direct reports. • Ensure follow-up on recommended changes by direct reports.
Interdisciplinary Collaboration • Work with Director of Nursing to implement medical orders/services. • Collaborate with the Director of Behavior Supports on clinical services and behavior protocols. • Coordinate with the Operations Manager to resolve facilities issues. • Partner with Performance Improvement & Quality Outcomes departments on developing and implementing all aspects of care and documentation improvements. • Participate in interdisciplinary team meetings as needed. • Serve as an active member of the Human Rights Committee and Incident Review Committee. • Ensure completion of all Corrective Action Plan (CAP) items related to incident response, staff conduct and program-level improvements.
Compliance, Reporting & Quality Assurance • Provided reports and documentation to the Deputy Director in a timely manner. • Ensure programs are in compliance with all OPWDD, DOH and CARF regulations and standards, helping the program be audit-ready at all times and implementing any corrective actions. • Participate in OPWDD/DOH/IAC training on regulatory matters. • Participate in administrative and Leadership Council meetings. • Ensure readiness and response for emergency situations, including on-call availability overnight/weekends. • Serves as the Incident Command Manager, overseeing all incident response activities under the Emergency Preparedness Plan (EPP). • Responsible for annual plan review and updates, with full revision required every two years. • Support and implement continuous quality improvement initiatives.
Stakeholder Engagement & Crisis Response • Manage relationships with families, guardians, and advocates. • Be available for crisis/emergency response during overnight and weekend hours. Other • Provide coverage in the absence of the Assistant Director of Residential. • Perform other duties assigned.
EDUCATIONAL/QUALIFICATIONS:
• Bachelor's degree in psychology, human services, social services or related field and 10 years of economic in Intellectual and Developmental Disabilities, and 5 years in a supervisory and/or managerial/operational role. OR • Master's degree in psychology, human services, social services or related field with 3 years of experience in Intellectual and Developmental disabilities, and 2 years of experience in a supervisory and/or managerial/operational role. • Knowledge of Department of Health (DOH) and/or OPWDD regulatory requirements is required. • Knowledge of SCIP-R, CPR and/or AMAP preferred. • Familiarity with Orthodox Jewish practices preferred; commitment to learn required.

COMPUTER SKILLS REQUIRED:
• Strong computer skills are required, including proficiency in Microsoft Office (Word, PowerPoint, Excel, Outlook); comfortable and proficient using audio video platforms (i.e., Zoom, Teams), Electronic Health Record (HER) applications. The knowledge or ability to learn software programs and use of data and trends to inform clinical practice.
WORK ENVIRONMENT PHYSICAL EFFORT:
• The position entails lifting clients using a mechanical device, positioning clients, pushing clients in wheelchairs and transferring clients physically where prescribed. • Ability to travel daily to and walk around program sites, including stairs. • Ability to sit at a computer for up to 75% of the day, at times.
