The main responsibility of the IT Applications Portfolio and Governance Manager is to manages daily operations, staff, optimizing workflows, and ensuring teams’ goals are met effectively to support organizational objectives within the department. This role models and ensure adherence to policies, procedures and standards of behaviors. The Manager is accountable for direct and indirect reports’ performance reviews, assessments and development.
Job Duties/Responsibilities:
- Oversees the Application Portfolio Management for the IT Applications, BI & Reporting team
- Evaluates, prioritizes, and manage the lifecycle of applications to align with business objectives and transformation goals
- Collaborates with stakeholders to assess application value, cost, and risk, ensuring optimal resource allocation
- Oversees the planning and execution of IT Applications-specific programs and projects, ensuring alignment with the department’s priorities and strategic goals
- Acts as the primary consolidator for project updates within IT Applications, providing the Director with comprehensive insights into progress and challenges
- Collaborates with the PMO and cross-functional teams to align project timelines, resources, and deliverables with IT Applications requirements
- Establishes and enforces Operations Support Standards for IT Applications, including governance, monitoring, and issue resolution processes
- Facilitates the development and implementation of departmental strategies, such as: Data Management and Access Strategy, BI & Reporting Frameworks and Policies, Big Data Strategy, etc.
- Provides leadership in enhancing and optimizing the ServiceNow platform to align with IT OT team and organizational needs, focusing on ITSM capabilities and operational improvements
- Defines, documents, and implements critical processes, KPIs, and OKRs specific to IT Applications to ensure operational excellence
- Standardizes policies and practices to drive consistent and measurable progress across the team
- Drives continuous improvement initiatives in collaboration with other managers
- Works closely with cross-functional teams, vendors, and other managers to facilitate effective collaboration on IT Applications projects and processes
- Works with project teams and business stakeholders to define and complete the Application Support Decomposition Model, workflows, diagrams and RACI for services (includes new, changed or decommissioned), in support of business objectives and expectations
- Consults with/engages Supplier Management for services (includes new, changed or decommissioned) ensuring requirements are properly communicated for the purpose of negotiations and/or Service Level changes. Works with IT Stakeholders on operational service delivery deficiencies. Escalates issues as needed
- Ensures alignment of IT Applications programs and operations with broader organizational goals while maintaining focus on team-specific objectives
- Supports the development of robust reporting frameworks to ensure data accuracy, availability, and actionable insights for decision-making
- Collaborates with BI and reporting teams to align data-driven strategies with organizational goals
- Drives Cloud technologies when it makes business sense while considering cybersecurity
- Ensures proper change management is followed while minimizing business impact
- Works with major vendors and suppliers
- Stays abreast of new developments and technologies to continuously drive business improvements
- Supervises, mentors and coaches employees to ensure alignment and accomplishments with business objectives and key performance indicators
- Knowledges of IT strategy and business plan, business units to understand impacts and requirements, and internal and external business environment
- Adheres to internal standards, policies and procedures
- Performs other duties as assigned
Required Education and Experience:
- Bachelor's degree in Information Systems, Computer Science, Information Technology or a related discipline. Masters degree preferred
- 7+ years in IT operations, program management, application management or related experience with at least 3 years in an IT leadership role
- Understanding of network, cyber and hardware in order to work with the infrastructure, cyber and networking teams
- ITIL Knowledge
- Strong leadership and collaboration skills, with the ability to drive outcomes through cross-functional teams and vendors
Preferred
- Knowledge or experience in utilities or similar industries is a plus
- Proven ability to manage complex programs and projects within IT Applications, ensuring alignment with strategic goals
- Strong experience in establishing governance frameworks and operational standards
- Familiarity with ITSM platforms, particularly ServiceNow, and integration tools like Oracle SOA or IBM MQ
- Analytical mindset with experience in data management and reporting strategies
